I’m not sure why Hawthorne would be an “English Men of Letters” but perhaps Morley assumed that Hawthorne’s extended stay in London was enough to count.
Or not. It’s a great series of short biographies with a somewhat unifying theme. Who cares if the boundaries are pushed around a little?
