Alexander Philip (1858-1932), Scottish banker, writer, and public servant, wrote several books on the “dynamic theory of knowledge” of which this is one. He also was a proponent of calendar reform, trying to take a day from August and give it to February. Considering I think February is quite long enough (at least where I live), I’m pleased he was unsuccessful.
I have provisionally given this book a Kook tag, because of the inordinate Use of Capitalization for a Book from 1915.
