Frederick Edward Hulme (1841-1909) is better known as an artist of wild flowers.
This book is not only a compilation of proverbs, but it also provides and overview of some origin stories as well as comparisons between English and other European (and a few Eastern) proverbs. It seems to be aimed more for a general, rather than a scholarly, audience, though there are plenty of footnotes.
